Participants of the hearings listened to the reports of the representatives of ministries, other central executive authorities, the Council of Ministers of the Autonomous Republic of Crimea, Dnipropetrovsk, Donetsk, Zaporizhzhia, and Kherson regions. As reported, after the Law "On Administration and Registration of a Single Social Fee for the Compulsory State Social Insurance" was adopted, a single social fee was introduced to substitute payments to four social insurance funds. The functions common for all social insurance funds were consolidated in a single body the Pension Fund of Ukraine. These functions are as follows: registration of payers, administration and registration of insurance fees, control over the calculation and payment of a single fee, submission of reports on the calculation and payment of a single fee, etc.
All social insurance funds are granted access to the formed State register of the insurers and the insured. The funds use this data to fulfill their functions in part of insurance payments to the insured. Single fee is automatically distributed between the State Treasury of Ukraine and the funds according to the legislatively fixed proportions.
The reporters noted the drawbacks which entail negative social consequences. They singled out the deficiencies in the exchange of information between the Pension Fund and the funds of compulsory state social insurance.
The Cabinet of Ministers is recommended to draft and bring forward the bills on amendments to the Law "On Administration and Registration of a Single Social Fee for the Compulsory State Social Insurance" regarding redistribution of the rate of a single fee by the classes of occupational hazard of production, and voluntary participation of persons who work under commercial contracts in the compulsory state social insurance against temporary loss of unemployment.
